As far as enabling voice actions entering ruins/caves I'm sure it will be doable as scripted dialogue already occurs in Skyrim when nearing caves. I think they used samples of voices from other games to make the Oblivion mod but I've seen threads about community volunteer voice actors who are willing to record their voices to add to mods.
